About the Speakers

Felicity Homsted PharmD, MBA, 340B ACE

Felicity Homsted serves as a Director of Research and Education with Turnkey Pharmacy Solutions specializing in 340B Program operations and compliance. From 2012 to 2018, Dr. Homsted was Chief Pharmacy for Penobscot Community Health Center Inc. (PCHC); Maine’s largest Federally Qualified Health Center serving over 70,000 patients across the state. She was responsible for the administration of four pharmacies, integrated pharmacy services and PCHC’s accredited community pharmacy and health systems pharmacy administration (HSPA) residency programs. She served as subject matter expert for the Apexus 340B Prime Vendor Program and faculty member for Apexus 340B University from 2014-2018. 

Rich Bucher JD, RPh

Rich is a lead auditor, oversees client solutions, and manages legal and compliance-related issues. Rich is a pharmacist and attorney with over 25 years of experience in pharmacy leadership, healthcare law and compliance, and contracting. This includes practical experience with a large healthcare organization and large regional health plan dealing with operational and compliance/legal issues associated with managing a system-wide 340B program. Rich was also an adjunct professor of pharmacy and healthcare law at a pharmacy school in Utah for a number of years. He has conducted many external 340B audits for various covered entity types and supported many client 340B HRSA audits.
